Chapter 14 - THE KEEPER BEHIND THE THRONE

Daniel Pierce looked like a man pulled back from the edge of the grave against his will.
Tubes ran from his arms. Bandages crossed his chest. His voice came out thin but certain.
"Charles designed Cerberus," he said. "But he did not command it. The person behind him called herself the Keeper."
He remembered a woman's voice on encrypted calls. She knew presidential schedules, family security codes, and private residence details available only to the highest circle.
Suspicion spread like poison.
The President's secretary. The First Lady's chief of staff. Senior agents. Cabinet advisers. Everyone close enough to help was close enough to betray.
Emily reviewed years of photographs. She searched not for faces at the center, but for people in reflections, corners, backgrounds. The ignored spaces told the truth.
One woman appeared near almost every major Mercer family event.
Secretary of State Margaret Sloan.
Sloan had helped stop the countdown. She had condemned Rourke live on television. She had looked brave when everyone else looked frightened.
That was why Emily studied her harder.
In one photograph, Sloan wore a bracelet marked with the Northstar symbol. In another, she stood beside Charles at a university event one year after his supposed death.
Bennett searched Sloan's communications.
Everything was clean.
Too clean.
The President invited Sloan to a private meeting. Emily watched from a hidden room while he placed Ethan's silver airplane on the table.
Sloan's eyes flicked toward the damaged wing for less than a second.
Emily saw it.
The President said, "Charles hid evidence in this toy."
Sloan remained calm. "Then it should be secured."
"What do you believe it contains?"
"I could not know."
"You looked at the wing."
The doors locked.
Sloan smiled.
She did not deny it.
"Charles was brilliant," she said. "But he confused destruction with leadership. I let him believe he controlled the movement because vanity made him useful."
The President stared at the woman who had served beside him for six years.
"You ordered my family taken."
"I ordered a transition."
"You threatened my grandson."
"I calculated acceptable risk."
Emily entered the room.
Sloan turned toward her. "The photographer."
"The woman you could not predict."
"No," Sloan said. "I predicted you perfectly. You saved the child, exposed Charles, removed Rourke, and made the public hungry for a cleaner authority."
Emily understood.
Sloan had used them to eliminate unstable men and leave herself as the reasonable savior.
Bennett moved to arrest her.
Sloan lifted her phone.
"Before you do that, consider the twelve governors whose emergency systems now answer to me."
She wanted the presidency, not through a coup, but through an election shaped by fear. Controlled disasters would follow. Each would be solved by policies only she proposed. People would vote for the cage if she made the world outside look dangerous enough.
Jonah traced her phone while the President kept her talking.
Sloan noticed.
She activated the first event.
A passenger train carrying three hundred people accelerated toward an unfinished bridge outside Philadelphia. The engineer was unconscious. Electronic brakes were locked.
Emily saw a maintenance switch on the live feed.
A road worker named Luis Alvarez heard the emergency call and drove toward it.
Sloan laughed. "He will never reach it."
Emily spoke to Luis through Jonah's network.
"You have forty seconds. The handle will be heavy. Do not stop pulling."
Luis reached the switch with six seconds left.
He threw his whole body against it.
The train diverted into a gravel service yard and crashed at low speed. People were hurt, but alive.
Sloan stared at the screen.
Again, an ordinary person had ruined a perfect plan.
Bennett placed her under arrest.
Sloan smiled.
"You stopped one train."
May you like
Then every emergency phone in the room rang at once.
The Keeper had prepared for capture.
